Well the Core2Quad will most certainly struggle with processor intensive games like Far Cry 4, GTA5 or iRacing...

I had that same motherboard, a Foxconn. I think it was the Foxconn Aloe. (The rear pinout on this one is the same as on my old one.) It failed. But, for $100, it’s hard to go wrong.

A Q6600? They’re a bit of a stretch at this point compared to an i5, even with an SSD. They were good for their time, but I think it would be fine today. Not something I would want to play any games on though.

Workstation and server class CPUs. Used ones are super cheap and are a great way for power on a budget.

Xeon of this age usually require ECC and often don’t have PCi-express slots... He will often struggle finding a powerful enough PSU for a good powerfull graphic card and make it fit/change it...

The Z400 I mentioned has all of those things taken care of... DDR3 ECC RAM is cheaper than regular RAM and easy to find online... 475W or 600W 90% efficieny and 80+ rated PSU... and it has several PCIe slots.

The Q6600 is good chip, and still serviceable if paired with a good video card. I’d want to be able to overclock it though, which seems unlikely to be an option an HP. Still for $100, it’s a computer.

It’s pretty astonishing, for gaming at least, how CPUs have been so far ahead of the curve for so long that they’re not a bottleneck really, at all.
I’m still running an i7 870 which is like 7 years old and it’s still holding up nicely. That and my GTX970 and I still have a bit of a beast.

I’m biased against HP. They’ve made a lot of crap over the past 15+ years... ever since they bought/ruined Compaq and DEC.
And you may want to check the specs of the power supply before installing that GTX 950.
Personally I’d rather build my own custom system with an SSD, 8-16GB ram and an OEM version of Windows 10.

I used to run a repair shop, now I work at a new shop that does small businesses. The Q6600 isnt bad, but I would look for a newer CPU. The Q6600 was the first consumer quad core. A newer one will be way more flexible. An i5 750 wouldnt be a bad choice if you can find one in your budget. As you also mentioned, the fact that its an HP will affect you more.
